I am conscious that we have observers here, for whom I will clarify the process. The petition system does not permit a person to raise a personal issue but to make a case for change based on his or her experience of how a public service works. The person does not have to be an expert in the area. Mr. Jackman is making a case as a layperson in the field. Our task, with the Department of Finance and the relevant authorities, is to probe through the models elsewhere and the reasons for the case. Mr. Jackman has observed issues that appear, on the face of it, not to make sense or be consistent with the overall administration of justice as one would expect, namely, that it would be done in public view with accountability and consistency in decision making. While I appreciate that Mr. Jackman is trying not to go into his personal experience, we need to touch on it a little.
