I might be able to answer the question because a letter will be before us next week from the Warmblood Studbook of Ireland making some complaints. Horse Sport Ireland gets funding from the Irish Sports Council as a governing body which means it comes under the remit of the Department of Transport, Tourism and Sport. In the past it might also have received money from the Department of Agriculture, Food and the Marine. Both of those Departments are probably relevant to the body.
