Is Mr. McCarthy aware that the manager of Dublin City Council expressed doubts about the viability of the project at a public meeting of the city council when he first came in? I understand the matter is not Mr. McCarthy's statutory responsibility and perhaps it is unfair to ask these questions. However, it is not the responsibility of councillors, as that responsibility has not been given to them. It is the responsibility of four unelected officials at management level in the local authorities. The local authorities come under the Department of the Environment, Community and Local Government. If they are getting something wrong, who is responsible for them?
