I understand that. It does not rest with the councillors, however, as, unfortunately, it is not their responsibility under the law these days. We have had a number of problems with the project, including cost overruns, time overruns, the conflict of interests case which I think is pending, an illegal procurement and a firm having to be dismissed in January, a court ruling on who could control and own the waste, the original partner changing on us, and delays in the financing on the private side. Given all these factors, at what point does the Department consider that this is a case of local government out of control and that it must step in?
