Yes, it was a shocking position. The chairman was quite new to CIE and when he came to the Department about this he was shocked, as were the Minister and the Department. On foot of that Deloitte was sent into the companies to examine their cash management arrangements, their treasury function and to come up with recommendations, all of which were implemented.
