Mr. Michael Taft:

If the Chairman is suggesting a withholding tax, it would be withheld until such time as the company produces the information and receives the full benefit. The only reason I could see any company would be resistant to that or would see that as a problem would be that it may not want its accountancy practices to be fully exposed. I would not see why that should make a difference but I can see that in some cases it would.
