I welcome the Minister for Public Expenditure and Reform, Deputy Brendan Howlin, and his officials. The Protected Disclosures Bill 2013 was referred to the select sub-committee by Dáil Eireann on 26 February 2014.

Before we commence, I remind members and those in the Visitors Gallery that all mobile phones must be switched off completely to avoid interference with the broadcasting of proceedings.
