We have discussed matters of this nature previously and what it comes down to in the end is the extent to which a war of this nature can take place in a country with impunity in so far as the perpetrators are concerned. Recognising that there cannot be an intervention from anywhere and that the conflict will continue indefinitely, without any retribution, to what extent must the United Nations change to meet the emerging situation because there are similar conflicts worldwide, and more will occur?
