It is compulsory now. A person receives a secret envelope with two personal identification number codes. Many public services in Estonia are provided the same way. In a nutshell, this is how electronic voting takes place. It has changed the participation of our people living abroad. The votes are counted automatically and we do not need to employ extra or additional people. The effect on foreign missions has been to reduce the workload during and prior to elections.
