Further consideration needs to be given to the international aspects of surrogacy, especially in light of matters currently being considered by the Hague Conference on Private International Law. In fact, it would be worthwhile if the committee were to liaise with the Hague conference on this matter. I mentioned previously that I put together a presentation for the European Parliament's legal affairs committee last year on this issue. The Bill is very comprehensive but if I were asked to name one area it does not address, it would be what I have referred to as international issues. Further consideration is required in this regard.
