One of the issues in this regard is the position of the birth father. If the birth father is not a guardian, his consent is not required, but he must be consulted. In that context, whether it is an adoption as envisaged by this scheme or a second parent adoption, it would be important that all persons whose consent is required or who should be consulted should be part of the process.
