I think the Senator is asking if a single person or somebody who has planned to bring a child into this world is capable of doing that. We see a lot of unplanned pregnancies where people might not necessarily have the capacity to care for that child and, therefore, in terms of children's rights, as long as that child's best interests are put first, then that is the thing to be-----
