As the Senator rightly identified, we are concerned that a child could be in a legal limbo and could be cared for by a person who is not his or her legal guardian or parent. I do not know particularly what time limit is best but we suggested that one of the intending parents be automatically assigned a parentage certificate upon the birth of the child so that there is continuity of care, especially if the surrogate is relinquishing her duties as a mother. This is to ensure consistency.
