That is correct. As part of that restructuring plan the State committed to enact the necessary legislation which would enable the transfer of the ICS platform to take place. The mechanism we are using to give effect to that undertaking is to amend the 1971 Act. We could potentially have legislated in other ways to do it but this is the way we are giving effect to it.
