I am aware of the concerns the Deputy has expressed. I am still considering the matter in consultation with my legal advisers and the Parliamentary Counsel. I propose to revert to the issue on Report Stage and we will be guided by the views of the legal experts at that point. I have taken on board what the Deputy has said.
