What the Minister of State seems to be saying is that it must be a suitable and competent person but that he will not put that in the Bill. I would have expected that a civil engineer required for civil engineering purposes was a suitably competent person. What I am trying to ensure is that people who are not suitably competent cannot be given the jobs. For example, if there was a civil engineering job, somebody who was not a civil engineer could not be given the job because he or she would not be suitably competent. It seems the Minister of State made a great case in favour of my amendment.
