I wish to address amendment No. 28, but I would be quite happy if amendment No. 27 was accepted. This issue has been flagged on a number of occasions in presentations to the committee and the Minister is aware of it. The concern is that compulsory purchase orders could be used by the Minister to acquire land. The intention behind each of the three amendments is to ensure these orders are not an option in terms of the Minister acquiring land in regard to this. It is important to make this statement and to ensure clarity in the legislation so that it cannot be interpreted at a later date to mean the provision allows for the compulsory purchase of land.
