I am not disputing that. What I am saying is that there is a problem because, in reality, most people are on the outside. Whether good or bad, they do not know what is going on. They do not know the considerations and what is influencing the Minister to make decisions. I worry that much of what is in the Bill borders on the aspirational, when it really goes back to the Minister and says that he or she decides the detail. That is a problem. A transparent process is needed which is fair and is seen to be fair. I worry that too much of the power is vested in the hands of the Minister.
