As Ms O'Halloran said in her opening statement, there is no infrastructure and prioritisation of the issue at national level historically and, as it drilled down into the system, nobody kept an eye on the matter. When housing changes were introduced in 2009 nobody had domestic violence within the Civil Service space that was making decisions and the same is applicable right across the board. There is nobody to cast an eye across the system. That is why we are delighted that the committee has taken the matter on board. We have sought such recognition for years. We seek a high level Cabinet sub-committee to be established that will deal with domestic and sexual violence, and until such time that we are confident that the infrastructure is in place, so each of the Departments can work very closely together. We want expertise held across all agencies so that we are not here in ten years' time looking at the same problems.
