The point Mr. Hennessy made is important. The issue is that one needs to collect good data in order to be able to get a clear picture of the problem and what works in dealing with it, and we do not have those mechanisms in place.

The SAVI report was groundbreaking and useful research, but that was a benchmark in time. We have moved on more than ten years. We need to conduct such research on a regular basis.
