It is also implicit that we would put other people within that group. On taking the investigation forward, had there been particular evidence to suggest that it was An Garda Síochána, we would have gone to the Minister immediately. Had it emerged that we found it was a private individual or a media organisation, I would have gone to the Garda Commissioner.
