In this debate there has been careful use of words by the Minister and Mr. O’Brien. There is a formula of words being repeated ad nauseamsuch as “no definitive evidence of unauthorised, technical or electronic surveillance.” Everyone does it by rote and it is a little eerie at this stage. Mr. O’Brien has confirmed he did not ask the Garda whether it had conducted lawful surveillance. However, it would be technically possible for the Defence Forces to also lawfully conduct surveillance. Has Mr. O’Brien asked the Minister that question?
