I do not think Mr. Jennings can say it with accuracy. What we are involved in is pre-legislative scrutiny. It is important to highlight the fact that this is a discussion on the proposed legislation. If we could stick to this, I would welcome it. We invite people to come before us in order that we might hear their views. We will be reporting back to the Department on the matter.
