Clerk to the Committee:

The official debate of the Oireachtas is undertaken by the Editor of Debate's office under the responsibility of the Ceann Comhairle. It is a matter for the Ceann Comhairle, ultimately, to direct the Editor of Debate's office. Given that what we are doing now is a change in procedure, under Standing Order 99(1)(b), the Committee on Procedure and Privileges has oversight in respect of all the procedures that are adopted by all committees, whether it is requested or not. That is why there is a safeguard in Standing Orders which provides that if a committee was minded to publish a report, the matter would have to go before the Committee on Procedure and Privileges.
