While I take that point, the great thing about the Comptroller and Auditor General's report is that it is so detailed and has accurate numbers so that we could see that, for example, 3,000 cases could not be pursued owing to the late entry of data. We could then measure against that 3,000 so that if a year later it was only at 2,000 we might be wondering why it is not at zero and the Commissioner might be saying the Garda wanted to get there as quickly as possible which is not a timeline but an aspiration. I am trying to figure out why there is not one person whose job it is to bring the system from one in five to a specific lower figure. There should be a timeline in each area, including summonses to companies, statute-barred cases and summons not issued but court dates held, for example.
