I thank Mr. O'Brien. I thank him for referring to the ongoing issue regarding section 38 organisations. Under Standing Orders, this committee is precluded from dealing with the issue because the Committee of Public Accounts is dealing with it. As the Joint Committee on Health and Children of the Houses of the Oireachtas, we feel we should have information on the issue and I thank Mr. O'Brien for raising it as part of his remarks. I invite the Minister of State, Deputy Kathleen Lynch, to make some opening remarks.
