I will keep this brief because much of this has been discussed in the past two days. The witnesses have gone over it a fair bit. One point in the regulator's presentation says that the report that was carried out in October and November 2013 found that most costs appeared reasonable at a high level but that further detailed analysis was needed to confirm this. The words "most costs" appeared but the only cost that stood out is way out of kilter.
