Oversight of Irish Water: Discussion

So there are already 200,000 customers on the company's books as of today in light of the various agency agreements it has with local authorities. It is important that the public understands that Irish Water is already in business. Members of the public will not really understand that this is the case until they receive bills for their domestic water usage. Will Mr. Tierney confirm - perhaps those from the Commission for Energy Regulation will also comment on this matter - that Irish Water will be charging people for water delivered to their homes? Will it be charging in respect of wastewater coming out of their homes? Local authorities currently charge for water in and water out. Obviously, Irish Water is already receiving an income for providing water in and water out to commercial customers. Will it also be charging domestic users in this way?
