Oversight of Irish Water: Discussion

No profit. Okay, that is fine. Irish Water was then to be financed by a loan from the National Pensions Reserve Fund. That was probably done with the involvement of the NewERA body. Did any of the organisations involved request details with regard to what was being done or did Irish Water have full control, without any political oversight, at that stage? From what I can gather, Bord Gáis was involved on the expenditure side and the Department of the Environment, Community and Local Government and NewERA both had roles. We are now hearing that the Department of Communications, Energy and Natural Resources had a role and that the Department of Public Expenditure and Reform also had one, possibly in respect of bonuses. The National Pensions Reserve Fund provided the bulk of the funding. It is a subsidiary of the National Treasury Management Agency which, being the parent company, undoubtedly had to approve the allocation of such funding. Irish Water and the Commission for Energy Regulation were involved. We are now hearing that the Minister for Finance is going to make a payment in 2014. I count ten public bodies or entities which played a role or were involved somewhere along the line regarding the set-up costs relating to Irish Water. This is a classic case of everyone and no one being responsible. It is no wonder the committee is discussing this matter. The more inquiries we make, the larger the circle becomes. Will someone indicate whether I have done any of the organisations or entities in question an injustice? Did any of them play no role whatsoever in this matter? Will our guests indicate whether I left anyone out?
