The Department will have made a calculation of existing operational expenditure in local authorities. This detail is obtained from previous years' annual financial statements and accounts of the local authorities. We did substantial work with each of the local authorities and the allocations were made from us and for the local government fund such that local authorities were kept in funds vis-à-visthe previous year.
