I cannot honestly say that, but what I can say is the ultimate decision in law, as in the corporate governance and in the rules of procedures with the Department, is that it was up to the board of docklands to make its own commercial decisions because it was not in a Vote of the Exchequer. It was not taking money from the Exchequer.
