Mr. Maloney is an experienced public servant, having worked in the Defence Forces and spent a considerable number of years in the local authority structure within Dublin City Council. I am somewhat surprised that he was not as familiar as he might have been with the structure in the Department of the Environment, Community and Local Government and how it operated, given that he was a long-standing senior official in Dublin City Council. That is an observation and I do not expect him to respond.

Mr. Maloney mentioned - this is referred to in some of the minutes - that he had advised the board that the property market was overheated. He would have been one of the individuals responsible for carrying out a risk analysis of this venture. If the property market was as overheated as he seems to have suggested it was at the time, why did he proceed?
