That word conflict, which was used many times in relation to this board, is a matter of the code under which the Department operated. As somebody who has never been in a Department and came in from a completely different sector I had no idea how Department operated. This person was on the board for many years. I had been to the Department once or twice and she was clearly one of the highest ranking members there. I assumed, and I think it was fair, that the issues of conflicts and procedures in the Department were all being dealt with while I was oblivious to them. That is not just an assumption. It was the position as I saw it on 24 October.
