Mr. Barry O'Brien:

Having regard to employment law and the uniqueness of the employer-employee relationship, the onus is on the employer, in this instance the CRC, to take action. We do not have the capacity to take action to instruct, direct or say it needs to cut people's salaries. The Chairman says everyone was aware, but the reality is that direct responsibility for action lies with the employer and we do not have any facility to intervene.
