On a point of clarification, the interpretation that Mr. Brady is using is that the board never sanctioned any top-up, but it sanctioned salaries. The HSE determined an amount of money to be paid in salaries and the gap was not regarded as a top-up, as it was already being paid. The board had sanctioned the salary. It was never asked to sanction top-ups.
