It effectively gives consistency to the use of the term "sanitary authority". The amendment refers to the definition of "sanitary authority" under the Health (Fluoridation of Water Supplies) Act 1960. My amendment substitutes the previous definition of "sanitary authority" with the new definition under the Local Government Act. The change should probably have been made in the Local Government Act 2001 but it is being done here. It is a purely drafting matter.

No matter what one's view is on the fluoridation of water or otherwise, all we are doing is transferring cross-references that have been there over the years. It is nothing more and nothing less than that. It is a technical issue rather than a policy issue.
