There is a stronger inclination and requirement for statutory agencies to get involved in a strategy rather than just adhering to guidelines. One wants to be part of drawing up an economic strategy, which is the main component of what we are putting into the regional spatial and economic strategy. If a strategy is being devised, everybody will want to be there to make their submissions and be heard, whereas if there are only guidelines people will not be as exercised.
