The Chairman is incorrect. This committee and the Dáil decides whether this happens or not. It is Government policy to have them overground. Let us not make it any more complicated than it is. If the Government decides it is not Government policy anymore, which Deputies Mattie McGrath and Colreavy and I would support, the problem is solved and we can come back to consultation that never took place. It is not that complicated, although it might suit some people.
