To get the business under way, Mr. Redmond has been involved in the consultation process with the Department of Finance on the issue and the concern is that what is a system change could result in a credit flow problem. We all have to adjust to system changes but the net consequence of this change can be a credit flow problem. From Mr. Redmond's engagement with the Department of Finance, what does he understand to be its rationale for moving this forward?
