Members may be aware of but may not have seen the position paper and consultation paper on Irish Water that has been published on the energy regulator's website, which makes for interesting reading. It is a fact sheet on the regulator's view of the current situation and is worth reading.

I ask Mr. Conn Murray to answer the question on executive functions, reserved functions and whether some additional functions might be devolved to local government.
