That is very difficult to follow, I must say. I am nervous about it and concerned at the very convoluted presentation of the case. I had noted the proposed amendments but am deeply concerned by what I have heard here, as against what I was expecting to hear. I have serious concerns and I do not think the Minister is going to be able to allay them. I am not at ease with this. That is the bottom line. I do not believe I have a full understanding of the consequences of what the Minister is now proposing. It is a very significant change, in my view - although time may prove me wrong on that - from what I have understood heretofore. I have worked on the basis that the Family Support Agency and the National Education Welfare Board and the other component of the new child and family agency would be dissolved and that their powers and responsibilities would be transferred to the new entity. That is not now proving to be the case.
