It is very clear that any Minister can engage with the agency. There is no question of that. This is a specific requirement in an annual report relating to health and education because of the care pathways of children and the service issues that arise in those two areas. It is obvious that the agency will engage with a variety of Ministries. The statement that the Minister for Health and the Minister for Education and Skills ought to be included is a minimum requirement. There is nothing limiting in the provision. It is clear that the agency will engage with a range of Departments.
