I have nothing further to add. It is written plainly. It is not restricted to those three Departments, albeit that the new Department has been established and is responsible for the core functions. Many areas extend across the remit of other Departments. The amendment would delete "that" and substitute "any Minister". I support Deputy Ó Caoláin's amendment.
