I believe the Deputies are underestimating the strength of this provision and the importance of its inclusion in the legislation. Deputy

Caoimhghín Ó Caoláin referred to the best interests of the child in the context of actions taken by an arm of the State under section 12. The Bill is very strong on the views of children and this is the first time it has been included in legislation. It applies to the services in which the agency will be involved. The practice, as Deputies know, is moving towards ensuring the views and voices of children, depending on their age and maturity, are listened to and acted upon.
