I welcome the amendment as I raised the matter on Second Stage. It will be helpful in dealing with the concerns expressed by a lot of people, particularly those concerned about the inability of part-time operators to effectively provide a safe service. It also strengthens the intention, even though that was unintentional. As a side effect, the business will be strengthened and made viable. I hope the provision will take some of the part-timers out of the business who damage and affect the ability of full-time taxi drivers to make a meaningful wage. I, therefore, welcome the amendment.
