Before the Minister moves off that point, it is not under our area of responsibility but there is legislation being discussed and I attended a conference on the Registration of Lobbyists Bill. There is talk of cooling-off periods of two years. The Minister is indicating that he is only prepared to accept a period longer than five years with an argument to substantiate it but he has not given a reason why. He said he picked five years and has not really given a rationale.
