It is a question of teasing it out. If the Department misses the emissions figures and is given support by the Department of the Environment, Community and Local Government to bring the Department back on track, to recharge its progress and if at the end of that process, unfortunately, there is still a question of non-performance, it then falls to the Taoiseach. Rather than a fellow Minister approaching another Minister it would then be better for the Taoiseach to approach the line Minister in question.
