That is impossible without measurement of emissions figures, or one could use the word targets. I use the phrase 'emissions figures' because that trajectory is needed. It has to be clear, particularly to 2020 and after. We are bound by EU law by 2020. The legislation would not be sensible unless it mapped out that process to 2020 at least and hopefully beyond.
