I understand. We have what is termed a report on policies and programmes, which has a balance sheet covering all policy areas and a series of initiatives - some of which are committed to and some of which are being considered - with a range of possible outcomes. Of course, the further out the outcome, the less certain one can be about what will happen. I always said as we brought our Bill through that I, as a Minister, was legislating for 2050 - at which point I would be 104 years old - but that I wanted to be there to see if I got it right.
