Taking up Deputy McNamara's point, could it be taken that section 22(4) could prove to be inconsistent with section 22(1), which states it shall be an offence to intentionally destroy unborn human life? For the avoidance of doubt or any conflicts or inconsistencies, should section 22(4) be deleted? Does it cause more confusion than clarity when the primary section is section 22(1)?
